What does a 'quarantine policy' mean in a DMARC record?

Given the real, non-technical usage of the term, quarantine means “reserved for additional processing”. The definition lies in the appreciation of the manager of the receiving email infrastructure. This could mean submitting to the Junk folder, but also keeping a database for further review by dedicated staff, or simply adding a tag to the message before submitting it.
